I just recently moved to Seattle for work. I've been living in a Scandinavian country my whole life so I feel like I know how girls there work. Most of them keep to themselves, but I've always been able game them well while in school through social circles or parties. Most of the time I need some alcohol to get me going, so I guess I can be a little socially awkward myself. I usually just do my own thing, talking to various people until I notice some obvious IOIs from a girl such as strong eye contact, brushing hair, close proximity or touching, which is when I start escalating.

American girls seem to be a little different. I'm meeting them through a different setting (Tinder), which might explain some of it. My game plan so far has been to send a few jokes/flirty texts and go for the number/snapchat pretty quickly. Then I invite them to some activity like exploring somewhere.

I met a girl last week who was 20. We went long boarding at a park near my house, and stopped for a beer at a park bench. I sat down next to her and she immediately moved a little bit away from me. We talked for a while, I showed her some stuff on my phone and used that as an excuse to sit closer to her, but she seemed almost allergic to human contact. I backed off a bit and just focused on having fun. She was pretty smart and had an interesting personality so it's not like it was a waste of time to get to know her. She had to leave after an hour cause it was getting pretty late.

The next day she starts snapping me saying she baked a cake and I should try some. I said yeah sure save some for me. She suggested we go to another park the following day for some cake & wine. So we did, and again I ran into some of the same problems. My goal was to at least kiss her at some point during the night, but I just couldn't do it. She was bad at holding eye contact. When I tried moving closer, or sorta put my arm around her while we were sitting down, she usually changed positions so we weren't in direct contact any more. I just couldn't find an opening.

It was still fun to hang out with her, she is teaching me a lot about the city that I'm new to, and she has a lot of contacts here so it seems like I could do some fun shit if I keep in touch with her. I'm just frustrated I couldn't make a move on her. She seems interested over text and snapchat, but goes cold in person.

So I'm wondering. Am I doing something wrong? Do I need to be more aggressive with American girls? Are they expecting me to make a more obvious move despite not giving me IOIs? Are they just shy or waiting to get to know me better? I know there are a lot more christian girls around here, and it seems like American girls make guys wait longer than European girls in general. I have met 3 girls here so far and I've had pretty similar experiences with all of them. Not a lot of IOIs in person but they still seem interested over text. Anyone have some advice they can offer?
