So in the US, this all goes back to two fundamental concepts (one at least is shared with France, and the rest of the EU countries (and the UK) which are moving towards the French model in spirit/rhetoric, if not in policy/law for paternity testing).

Item 1: If no parent is paying child support, and the custodial parent does not have/earn enough money per the various welfare/assistance programs, the government will have to pay it. Regarding this particular concept - in France, the government says that they don't allow paternity testing without mother's consent to "preserve harmony within the family" but everyone knows that it's all about the money...

Item 2: In the US, TItle IV-D incentivizes the state to collect AS MUCH AS POSSIBLE in spousal support from whomever they can get that can pay the most. This ensures that the state itself (and by "state" here, I mean the actual state, like California, New York, etc. not the larger government meaning of "State") gets maximum federal matching dollars under Title IV-D.

Regarding the US situation with Title IV-D - the state where this guy lived (and I've watched a longer video of his) said that he had only so much time to challenge his parentage of this child, after that, the court would consider it final and uncontested. The guy missed the deadline (which was not very long) because he didn't think the babymomma would like to him (SUCKAH!!!). Anyway, the reason that law exists is to make it onerously difficult for a parent paying child support to challenge their parentage. This protects the state by making it less likely that the state itself will have to pick up the bill for child support, and further it protects the state's sweet sweet Title IV-D federak kickbacks.

I don't know what sort of federal reimbursement exists for state paid welfare programs - WIC, SNAP, CHIP, general welfare, etc. Let's just assume that there are no federal kickbacks/reimbursements for that and these are pure expenses to the state's bottom line. Now let's assume that the state winds up subsidizing an impoverished single mother to the tune of $1k/month, compared to the state forcing a father it has saddled with paternity $1k/month in child support from the perspective of the state's bottom line/accounting.

State supplied child support = negative $1k/month to state's budget, plus state must spend further resources to attempt to track down non-custodial parent, spend to verify accuracy of that - get subpoena/warrant for DNA samples, etc. pay for court time to create child support order, etc.

State enforced child support transferred from non-custodial parent = +$660 to $1k (or more - Title IV-D kickbacks get complex but at a minimum, provide for 66% up to as much as 130% as far as I could decipher of every dollar collected by the state).

What if the state decides the father can afford to pay $2k/month?

Well the state not only gets out of paying the $1k/month to the custodial parent, it gets $1333 to $2600/month in federl kickbacks...

TL;DR: You all need to pay attention to the way your governments act when you allow them to make laws that let them into your wallet/bank account. Remember this shit (for things including but above and beyond child support laws) at the voting booth - for FUCK'S SAKE!
