It is not easy to change the definition of Rape in UK. There have been many petitions, government has the same excuse every time.

The various petitions on UK rape laws have been rejected. The UK government defends it since the charge for women can potentially be a life sentence.

Whilst that is true, it is very unlikely that someone will receive a maximum sentence. Only women who receive a harsh sentence will see prison as the sentencing guidelines recommends a community order even if facing a short or medium length prison sentence. For rape, it is 4 years prison minimum.

Another annoying thing is that when rape stats are presented in studies and abuse organisation websites, men who were made to penetrate aren't included in those stats because by legal definition, they weren't raped. I think most UK websites say around 1 in 20 men are victims of rape but the CDC states 1 in 9 men have been made to penetrate (although that's in the US).

The first one probably has more to do with bureacracy at your actual job then sone large scale government overseer. The second has been tried before. I dont know what "easy" means here.
