This is not the "own" Feminists think it is.

First, what this IS is "Follow the laws of the country that you're in". If the Qatari's say having your shirt off is indecent exposure, then its indecent exposure, put your shirt on. That being said, I do think its funny that following this law is a good thing, but following some other ^{anti lgbt anti alcohol} laws is bad... But hey, im not a Qatari lawmaker...

Anyway, lets talk about the Feminist idea of indecent exposure. Feminists HATE the idea that guys can walk around with no shirts on, and girls cant. What they fail to realize is this: The reason guys can is that Western Society has decided that Boobs ARE sexual, and Moobs are not. Now if they want equality they have 2 choices: Sexualize Moobs, in which case nothing happens to Women and Men are banned, or un-sexualize Boobs, so Women can go shirtless. But if you un-sexualize boobs, you've un-sexualized boobs. If someone comes and squeezes your breast, well its not sexual assault anymore, because we've un-sexualized them. Someone leers at your chest, not sexual harassment anymore. Are Feminists prepared to throw Women under a double decker bus? I dont think so...

Am I thinking way too far into a hypothetical? Course I am. But its a very interesting scenario to think about, and thats without any trans-women tits-out protests (New York the other week for example)...
