FTR, we are affirming the right of a child to intact genitals over the "right" of the father to cut his genitals. (I say this because prioritizing children's rights over father's rights something feminists may never give us credit for)

One of the anti-circumcision groups ought to donate some money to pay the fine for her. Might be some good publicity in it.

From what I understand, this is actually not normal practice in Israel, where a small but growing number of parents actually don't circumcise their children, and to my understanding, face no legal penalties.

This particular incident happened because the parents are going through a divorce, and the rabbinical court has authority in this case. Basically, a bunch of rabbis are judges, and the rabbinical courts have a lot of power. For example, unlike any run-of-the mill divorce court in the US, they can even order you into solitary confinement:
