It can be, as can male, depending on context. Female and male refer to gender only and not species, and if you say "men and females" or "women and males", you're comparing one gender of our species with another gender of indeterminate species, which I think you can understand, if intentional, is insulting. It's a common example of dog-whistle sexism, and has been around for many years.
