When sub members get concerned, like any group they can get Jumpy. This has two effects.

  1. Jumpy People call others names even when it's not necessarily warranted. It's the "Hit First, Ask Questions Later" school of defence.
  2. Concern Trolls take advantage of Jumpy People.

Urban Dictionary defines a concern troll as

a concern troll is someone who is on one side of the discussion, but pretends to be a supporter of the other side with "concerns". The idea behind this is that your opponents will take your arguments more seriously if they think you're an ally. Concern trolls who use fake identities are sometimes known as sockpuppets.

As with all Trolls it's best to not feed them. Concern Trolls need careful handling, subtle management and high quality banning.
