The article states the woman has poor English skills, combined with the fact this was in BC Canada, I'm guessing she was of Asian descent. Chinese to English has a pretty harsh learning curve, so I'm gonna go with the hypothesis that a high-end dealership did indeed advise her of the possibility of a high repair bill, or they probably asked if she has comprehensive insurance, she didn't quite understand and just said 'insurance yes' and they went off to the races.
