Court records from the time the children were abandoned show Matter was a recently divorced mother of two, was drinking heavily and was in and out of jail.

I'm willing to bet that her defense tried to play that as a reason why she shouldn't be charged--either to the fullest extent or even at all--for this; she was troubled, it was a rash decision, she didn't mean it, blah, blah, blah. But I'm also willing to bet that the fact that she did it twice, with the first happening 4 years prior at the same place, convinced the court that this defense was full of shit. Plus, I'm reasonably sure every state in the country has something along the lines of a law that allows you to drop a newborn off at a designated safe place (hospital, fire station, police station) and walk away.

No, my cynical guess for the reasoning in her mind was that this was the kid of either the recent ex or some equally recent fuck who didn't want her, and leaving the kid to die like that was (in her mind) fully deserved punishment towards the guy who put it there.

If you do the crime, you should face the same harm you inflict upon others in this case. Instead of throwing her in jail, they should throw her in the river…the center of the river. Now we have to pay for her to have better living conditions than people outside of jail. How the hell does any of this make sense?
