How to be in the higher tier social ladder in college?

Get involved with extra curricular activities, sports, fraternity if that's you're thing. If you have any hobbies that can put you into social settings that's a big bonus. For example I'm not a jock or super into sports but I played with two bands that were fairly popular in the two universities where I lived. This got me into a lot of house parties, frat parties, it got me on stage at school events. All the guys in one of the bands were your Abercrombie model looking preps so I met a shit ton of people through them at the university we went to and a lot of the other big schools in our state. The chick that sang in the other band was deep into the music community at the local private university so I met a bunch of people through her. Just get involved with shit you're interested in. Don't stay home and play video games and get drunk or high. Find where the action is.

If I could go back to frosh week, I would have screamed at my younger self to get involved. Join interesting clubs that promote social status or look good on a resume (not the videogame or anime club), commit to an athletic sport. Lift weights. Meet fraternities. No video games, no shut in time at all. Talk to everyone.

You will never have a better opportunity to network easily then in your first year of college.
