I'll add my own list of states that do not include a woman forcing sex on a man as their most severe sexual assault legally.

Alaska, Colorado, Florida, Georgia, Hawaii, Illinois, Louisiana, Michigan, Minnesota, Mississippi, Nebraska, New Hampshire, New Jersey, Rhode Island, South Dakota, Tennessee, Texas.

So you want states in the first list that are not in the second list. And the two winners are; Utah and North Carolina.
