I'm fairly new to rp, but I've read a lot about giving a girl "tingles" as related to maintaining attraction. I can't see how quite literally doing such a thing would be beta. Now, if you're in a situation where she wont touch your penis (Sex, head, handjobs, whatever) yet expects you to go down on her, there's a problem. She's essentially using you as a man shaped vibrator, and accepting that seems beta, as opposed to just the act itself. Personally I like going down on girls, all things being kept clean and all that, and I think it's extremely hot to be giving a girl mind blowing oral, but it is never at the expense of my own pleasure. Also, since girls can go for much longer than most guys/ have multiple orgasms, getting her off that way first can extend your own longevity in her perspective.
