Honestly it sounds like you've bought into way too much of that pickup artist science bullshit that gets thrown around on here. Don't worry, I was similar in my younger and more impressionable years.
The whole concept of making yourself a scarce commodity etc is broadly correct but generally misunderstood. You should never be in a position where you're artificially avoiding someone to make them want you; the whole point is that you're meant to have so much going on in your own life that you literally cant be available for them frequently even if you want to be. What makes you attractive is that you have a busy life doing all kinds of things that either you enjoy or that improve you as a person, not the fact that you're unavailable to them in and of itself.
As for this specific situation: you've been caught playing a game, which ironically makes you look exactly how you were trying not to: desperate. At this point if I were in your shoes I'd try to own it, saying something along the lines of "Yeah, I was disappointed before because I wanted to see you. If you want to do something next week I'm going to do X activity on either XXXday or XXXday, does that work for you?"
That's all. You know what you want and you're not ashamed of it. You're not playing it casual, you're not basing it off her schedule. Maybe she's not that into you and it's futile, but that's how I'd approach it.

She pulled back, so I also pulled back as recourse. But now we're in this constant battle of who is going to put in more effort.
I don’t know how she pulled back, but she could have reasonably pulled back because you claim you made a dumb mistake and it’s perfectly reasonable to be less interested in someone then, so if you’re interested in her then you make up for your mistake somehow, not show less interest. When you showed less interest, then she’d lose interest further because not only did you make a mistake but you also lost interest in her on top of that.
Yes it’s important to for pursuing happiness to only pursue women who you value, including that they value you as well, and to pursue values more important to you when a woman doesn’t value you enough, values like your career which should always be more important for your happiness than romance.
A few went by of me pulling back.
Why were you still in contact with her? What are your relationship goals? Were you pursuing other women?
I finally texted her and asked her what's going on for tonight. She played it off as if she forgot. And that she was super sorry. She asked to reschedule for next week and asked if I was mad. I didn't answer if I was mad or not and said that it depends on how my schedule looks for next week and then left her on read after she said I see how it is.
I’m having a hard time understanding the timeline from your description. How early before the movie and hang out date was she supposed to let you know she was available?
