I know you said you know she's not any more special than the next one, but it helps to numerically break down exactly how much abundance you're working with in your city. Assume half of the people in your city are female; remove underage women and old women; remove women who are married or otherwise taken; remove women you're related to; remove women who are too unattractive; the number you end up with will still number in the thousands, and it's almost certainly an underestimate given the numbers of "taken" women who aren't really "taken" and the near-certainty that you'll move outside your filtering standards at some point (obviously, not in the form of fucking underage girls, do not do this).
If you see her all the time, odds are it's not your one shot.
Even if she doesn't want to fuck you, being friendly with her can still work to your advantage in other ways.
If you're getting blown out after one sentence and you didn't say or do anything extreme, chances are VERY high that she wasn't going to fuck you anyway. A girl who is interested will give you more chances.

Just go talk to her, don't be expecting her to have a negative reaction, don't try to go to her with an "agenda"...just talk to her normally and expect nothing to get out of it, if they see you are afraid and anxious they will sense that and get the same vibe from you.

I have the same issue and last year it caused me to postpone asking someone out for so long they ended up dating someone else

It’s important to understand that you’re not really blowing it, you’re taking a change and seeing what happens - the alternative is to have 0 chance of ever being with them.
