Only ask contact info when you aim to ask her on a date. You shouldn't do it for the sake of becoming texting buddies.

When to do this also depends on how often you see that girl. If she doesn't even study in your faculty, it's one shot. Try to convey all you need to convey in a few minutes and "hey I'd like to grab a coffee with you some day around here. What's your number?"

If it's a girl you consistently see in your lessons, however, that's quite different. Build value and comfort while maintaining a flirty, push&pull vibe.
