You are asking two different questions. If you are in a conversation for 5-10 mins with a girl you just met. She is asking you questions and you both are telling interesting things about your lives. Then it's a good time to close. You have to close before she realizes she's late and makes an excuse to leave. Tell her you have to leave but would like to take her out for drinks another time. And at this point take out your phone

Your second question about you talking to someone over long distance. I mean you wait for her to come to your city and Just ask her out. Otherwise she's just wasting your time. It's going nowhere.

When you say "close" do you mean sex or a phone number. For sex, you need to get her to a location where sex is possible. One of my favorite places to sarge is nice hotel bars.(Hilton/Marriott/Hyatt) The women are bored, from out of town, and easily amused. I'll talk to a lady at the bar (10-15 min), move her over to a table (10-15 min), and then I ask her if she would like to come up to my room. If I played the game right the answer is always yes. Then you're in.

Excuse yourself to use the restroom and go check in at the front desk. Take her hand and lead her into the elevator. A little kiss/makeout in the elevator. Lead her to the room and once inside continue the seduction. Location Location Location.
