What does it mean if a girl says no to coffee, but gives you her number?

you need to be way more specific because that could mean any number of things.

Is it really her number?
Did she ever return calls?
Did she agree to meet up when "you made little time on your busy schedule"?

It could be a way of rejecting you, she doesn't have an obligation to give her real number, or even return texts or meet you.

It could be that she was really busy but wanted to get to know you.

In neither of the cases you will have any advantage by acting needy and like someone without options. Text her that you are free on X day and Y time, and that is was nice meeting her. That's all. If she is still "busy" it's up to her to offer a time. If she doesn't and you keep trying to arrange a time ; you will look needy and exactly the type of guy she should have avoided by not going to coffee with. In that case: Move on. Phone number doesn't mean success.

When I was starting out I read a book like "Models"; and it told me to go straight up to girls and say "you have beautiful eyes, I d like to get together sometime, what is your number/email?" Being the good student, I did it to 20 cute girls everyday. I got emails and numbers 50% of the time.

None of those girls ever "had time". They were always busy. A few months later when I got better at using cocky comedy and attracting women before asking for her phone number ; ONE OF THOSE GIRLS emailed me back, 5 months later, she made time to go for a coffee with me.

I still don't know what was wrong with her, maybe she needed a self esteem boost from a nice guy in that point of her life...

Maybe she wanted you to ask her on a date, not to "hang out" like friends.

I should add that she said she was busy , she didnt straight up say no to coffee
