be interesting (do interesting things)

know your location, the people.

First of all, you shouldn't be talking much in loud clubs and bars, your game should be more physical.

But if you really wanna do it then...

If a girl is being quiet because of a lack of attraction then walk away from her and game other girls. Game many other girls to build your pre-selection then either wait until she reopens you or go back to her, maybe with a different girl on your arm and continue gaming her from there. Hopefully you know how to game in more than 1 on 1 situations.
If she's quiet because she's shy you should make a lot of assumptions and have her confirm or deny them and ask her questions and give her multiple choice so all she'll need to do is pick her answers. Focus on building commonalties so she becomes more and more comfortable with you. Don't try to be overly "alpha" or touchy in the beginning either. Main priority is to get her comfortable. You'll notice as she gets comfortable she will open up more and more, that's when you can start to build things up.
