You're obviously giving off the "friend-only" vibe. When you suggest getting something to eat, suggest a place that is obviously romantic. Don't go for the everyday places. You have to let the girl know you're interested in more than just friendship w/her and that means being friendly, but with a bit of flirting involved. Sounds like you're missing the flirting part. If you're giving off only the "friend" vibe, she may not have the courage to make the first flirt move, thinking it would be futile. Make your objectives clear (by mixing your request w/flirty vibes) when you ask her out. Hope this helops

You're doing a few big things wrong here.

When you go to a party and meet a girl you're interested in, get her number! Don't facebook her.
Don't chat/IM/text a girl for a week before asking her out. Just ask her out straight away, the next day. Making yourself available to a girl over IM/text a lot before you've even been on a date will kill her attraction.
You should try to find under-21 date ideas that are better than eating dinner. Going shopping, going to a park/picnic, a hike, etc, are all better than eating dinner together.

But despite these, now you have the date and you want to make sure she's interested. There's just one way to do that: kino escalation ladder. Read it and apply it, make sure you are observing whether she is reciprocating. Kino is flirting, you can be talking about just about anything, if you are escalating kino, the girl will completely understand that you are interested.
