You didn't really give any info as to how much attraction you have created up until that point (in your honest opinion), so hard to say.

But as a general rule, I would say, if she turns you down without offering a re-schedule she's not interested. It's a polite, and un-confrontational, way of expressing it, and the "we should hang out sometime" could just be her being polite.

If I was you, I would give it a few days and send a text like: "tomorrow at 7pm, drinks at [bar], see you there" or "I'll be at [bar] tomorrow at 7pm, meet me there for drinks".

I think this is a really bad first contact line:

Girls have a "creep-detector" when meeting guys, and you want to be really careful of not setting it off when you're making initial contact. This line came off as a little stalkerish, and that's a man talking. To a girl it would properly be even more so.

You haven't given a lot of info, but from the info you gave I would guess she has no attraction towards you. This girl is possibly already lost, but work on building attraction, or some comfort at least, before going for a date IMO.

Usually means she's working. But don't ask girls if they want to go somewhere, tell them to come with you to the place.
