Cultural Marxism is just The Frankfurt School's critique of The Culture Industry (particularly of the mass production of pop-culture, which they saw as a threat to the 'high arts' of western civilization). Similar critiques were made by The Birmingham School of "massification" (which today is known as "globalization") - the critique The Birmingham School made gets called "British Cultural Marxism" (as can be seen in this book)... then the final "Cultural Marxism" is "Thompsonian Cultural Marxism" - it's the critique of the mass production of history, which a man named E.P Thompson made in his book "The Making of the English Working Class"... none of these "Cultural Marxisms" have anything to do with Identity Politics.

The term has since become synonymous with a right-wing conspiracy theory, which blames the left in order to cover up the rights failure to interject positive representations of their ideas within popular culture and society, allowing the left to maintain a Cultural Hegemony. It's this hegemony which the right seek to explain via their conspiracy theory interpretation of "Cultural Marxism". But they confuse the critique of mass produced culture, with control over the mass production of culture (the latter remaining in the hands of Capitalists).

You are correct that feminism and political correctness are ideologically related to Marxism. These are all key pillars of modern leftist ideology. I wouldn't say they are the offspring of "cultural Marxism". I don't recommend using that term, as it means different things to different people. Conservatives tend to use it as a pejorative, while it had a different meaning to actual leftists, historically. It's better to use clear and precise words when you aren't just trolling. Anyways, onto your question...

The key thing to understand is that the Russian Revolution replaced monarchy with a socialist dictatorship. There was no intermediate stage of democracy. The Russian people were never hip/tattooed/bearded/vegan leftists. That was only true of the Bolshevick party elites that gained control. In particular, their leader, Lenin, was a huge fan of Marx. Certainly, millions were supportive (or at least sympathetic) of the Bolshevicks, but they lacked great alternatives. Also, the country was quite poor at the time (and still is). People were mostly just concerned with feeding their families. The Bolshevicks were able to convince a considerable chunk of the masses that their ideas would be effective to that end.

Communist party elites eventually controlled the entire education system as well as entertainment and news media. They did not allow people to freely enter and exit the Soviet Union. Obviously, they used all that control to engage in heavy-duty brainwashing. Nonetheless, the common Russian was and still is a pretty conservative, family-oriented person with traditional values. Interestingly, it is Northern/Western Europe, which was never communist, that is more dedicated to Marxist principles. The difference is that the circumstances there have never been as ripe for socialist revolution as they were for Russia in the early 20th century.

The situation is very similar in Latin America. It was also similar in South Asia. Socialism tends to be extremely appealing to people that are very poor and lack a functioning democracy. When people are hungry and the current set of politicians are robbing everybody, the socialists' promise of free goodies is irresistible. None of these populations were full of card-carrying leftists.

The same reason the USA is afraid of deflation (great depression).
The same reason Germany is afraid of hyperinflation (Weimer). ETC (ran out of examples)
Past history influences present events. Russia fell to communism, so they are trying to move away from it. Also, economic communism =/= cultural communism, but they are related.
