As osufan765 says, you need to build up social proof. This means talk to everyone and be charismatic with everyone. One of my biggest epiphanies came to me from a friend of mine who at a toll bridge, with no cars behind him just started up a conversation with the 50 year old lady collecting peoples' change. "Hey now. What's the rush?" He asked, she smiled, they had a 4 minute conversation until a car pulled up behind us, my buddy wished her a good day and we were on our way... Life changing that was. Practice saying hi to everyone you meet, men, women, old, young, attractive, unattractive. This way you don't feel awkward isolating the cute girl in the coffee bar, library, bar, school, sports game, church service, museum, book store, science fair, lecture, book club, etc. It will flow from you naturally like you have nothing to lose, because you don't, only experience to gain.

You're without social proof at this point in time. I'd work on re-establishing that and going from there. Just meet anyone and everyone, and eventually you'll be able to find people. Pick up in small towns is really hard though, so best of luck to you.

I can absolutely relate to this - I moved to a new town a few years ago and didn't know anyone.

My advice: Work on making friends first. You'll feel better about yourself and will be more "Socialized" on a daily basis so talking to women will be easier.

My story was that I spent a good 1.5 years in town, had few friends, and just focused on pickup and what I could do to meet women (even did a lot of online dating). Very little success. I didn't think about meeting friends, until I went to a networking event and ended up meeting some of the best friends i've ever had. Life went WAY uphill from there...suddenly i've got cool shit going on all the time and i'm a much more interesting person because every night I can now call up some friends and see what awesome things are going on.

From there, you can approach random girls (easier because you talk to people more often), or do more social circle/networking game. Either are solid strategies in my opinion. I have more luck in my town with social circle and networking type game where I am constantly branching out and meeting friends of friends. Lots of shit to be careful of there, though, so it may be easier to approach random girls if you have some level of anonymity (often hard to come by in small towns).
