Rough guess? Providing too much positive reinforcement. I'm not talking about being a dick but think of it this way. You're both in it to get what you want emotionally and sexually out of the night's events. She is already there. She wants some company, nice convo, "you're pretty and desirable" touching, rubbing her titties for a little thrill, or whatever. You're wanting all that and more. So you push further and she puts the brakes on. It isn't that she isn't into you but why go further when PLAN A IS WORKING FOR HER.

So maybe pull back and show polite indifference. Pulling back to where she was obviously already wanting to be never motivated anybody to step up their game. You want her to feel like she has to step up her game. It sounds like she's already decided to fuck you eventually but she isn't in a hurry to do it tonight because it's "mission accomplished" already in her mind.
