Um all the comments here got it wrong. It literally means what it says. Keep your friends close (as you normally do). But keep your enemies closer. Pretend to be their friend and keep an eye on them.

It’s a movie quote. Don’t read too much into it. Just means watch what your competitors are doing. Maybe you can learn something from them. And maybe you won’t be caught off guard if they try to screw you.

Forgive your enemies but always remember their names. It basically means its okay to let go of anger, resentment, or even a pettty grudge but always remember who caused it in the first place in case they turn out to be a "repeat offender".
