Sorry for the tough love, but I'll share what I'd want to hear if I had written something like what you wrote (and I was like that before I started learning attraction).

First, getting laughed at for trying to kiss someone is about as bad chemistry I can think of.

Neediness is about the least attractive quality for anyone, male or female.

Women can bring so much to a man's life -- joy, understanding, support, pleasure, happiness, and so on. Laughing at him, neediness, and confusion aren't what you want. Whatever your strategy for creating intimacy with women, I recommend changing it. There are plenty of resources out there, from videos and books to coaches like me.

I don't care if you've kissed, fucked, not kissed, not fucked, or done disgusting things that should not be mentioned to each other. If you aren't comfortable enough with her to ask her after a month, you shouldn't be interested.

Unless it's your fault that it's like that, in which case you should talk about how you haven't been talking enough about your relationship, and then talk about what's on your mind.

I hope you've picked up that the key word is talk.

This is all advice for when you've been seeing a girl for a while, and is very different to first meeting a girl.
