So you get to about 30 and everyone is coupled off.

I'm looking for strategies to get into or create new social circles.

So yeah. New hobbies, as people have said. One hobby that might serve you quite well is taking up a partner dance of some kind. Something like West coast swing, salsa, Argentine tango, lindy hop, etc. Because studying one of those requires you to work on skills that are related to being social (Read: it's a backdoor way to work on game.)

I don't think I'll ever be the guy who cold approaches.

Do us a favor. Take this idea and go slap it across the face with a trout.

Cold approaching is something you can learn in stages, my friend. Do you ever talk to someone you don't know during the day? Ever? I'm sure you probably do unless you have agoraphobia. So attack this in stages.

Start off by talking to strangers anywhere. You can open guys or girls you don't find attractive. As David Wygant said, "Low hanging fruit is there for a reason." It's easier to talk to guys or girls you don't find attractive. So try that first.
What do you talk about? That depends on where you are. Starting off with questions regarding things you have on your mind, would be one way. Say you're walking around and you are hungry, you could ask someone if they know a good place to eat nearby.
Another thing is to get used to sharing your thoughts about things that strike you. I got in the habit of commenting to myself, out-loud, about things that strike me when I walk around. At first, it can be under your breath. Then increasingly louder. Because the thing is, people are people and if something strikes you about the situation at hand, it likely will strike other people, too. So saying something out loud about the situation, without expectation from those around you, can be a way of connecting. If someone is up for it, they'll respond. And if they don't, well, whatever, no loss.

Oh, and get over the mental block about cold approaches. You've made thousands of cold approaches in your life, so you're full of shit when you tell yourself you can't do it. It doesn't have to be the high-energy club type approach. Just talk to everyone. As your conversational skills improve, you'll become more interesting and fun to be around, so more and more people will be make an effort to be around you.

A very easy thing to do is just find meetup groups. I'm in the US, but meetup.com and couchsurfing.org have very active, friendly communities. also reddit. I would bet that there are a few london based subreddits that do meetups.
