Was it me? How do I improve?

Scenario:

So I come home from work, attended a dinner at a prominent Hong Kong place of worship. I meet two really funny guys, I'm dressed classy out of my mind and they invite me to some girls birthday party. We and up at an outdoor open bar and everyone brought drinks. I meet some cute girl from a socialist shithole European country with 90% taxes and no economic freedom. She studies law, we chat in a circle with me, her, and one other dude. We hit it off on some politics, she studies law so she can talk about complex topics and isn't too much of a Stacy even though she's pretty. I end up telling her let's hit the bar and the other guy, being a bro just walks away and let's me handle it.

When were at the bar sitting across from each other I'm making moves, feeling her leg, hand on her bad, moving aide to side gently. On multiple occasions she elbowed my hand off her back, but nevertheless, I persisted. We talk about complex philosophical topics. I thought a girl would get dry talking about this stuff, but she was talking 90% of the time about Libertarianism and Economic nationalism (she brought it all up, not me). She was really into it and I made her laugh a couple of time while she rambled, complimenting my ability to hold a conversation in the fiels. I pay the tab, she goes and pees.

At this point I think I can still pull something off, even though the feelings were mixed. On one hand she was super into the conversation, on the other she brushed my hand off her back 30% of the time.

We walk, I put my hand on her back, she elbows it off, but keeps talking like crazy as though nothing is wrong. I can tell by that body language (brushed arm off back) that she isn't down. We go sit somewhere. J put my number in her phone. I lean into kiss her, she doesn't go for it. Says sorry, I told her "Don't be sorry, it's your loss anyways", ( I'm a high status male making a lot of money running my own company) she laughs in a strange way, as though she feels embarrassed. We go back to the open bar and I'm just completely put off by her (not giving her anymore attention) and ask some random where my two funny friends are. They point towards them, the girl is still beside me. I completely ignore her pouting face and walk to them as though she doesn't exist. She looked noticeably frustrated like she doesn't exist and just vanished out of my view.

I don't know where I screwed up. Is it possible sometimes she may just not be looking for a night of fun?
