From South American to South American I can say: Yes.

You simply have to adjust your game to the location you are in. For example, I am brazilian and what works is Cocky and funny. In Portugal what worked was more like interesting routines which fascinated them. In France, it was using negs, since the girls were very stuck up. Also, depends who you are picking up, with american and canadians for example, I use a lot of kino because that is not very usual for them and gets them all curious.

Regarding walking to someone in the middle of the street and starting a conversation, you are right, it is not that common. But aren't we here to differentiate ourselves from the rest? If your answer is yes, you know what to do. Otherwise, just don't do it and focus on other areas.

PS. If you are brazilian, search for PUABase, they were where I learned a lot of what I know.

I live in Brazil, and although I don't see people cold approaching often, it's fairly common here to see random people just start talking to one another. So I don't see why that wouldn't work. Everybody is pretty much open when you go talk to them.

How many times have you tried and failed?

No one thought you could run a 4 minute mile until someone did.

The point of being proactive, is that you are always going to be more successful when you actively go after what you want. Even if it isn't as effective in other countries, you are still going to be better off approaching, right?

Even if your only success is foreigners and people who have traveled a bunch and are open to other cultures, that is still more success than simply staring at women and not approaching, right?

Google rooshv. He's had epic success cold approaching across all of South America using game, although he makes tweaks based on the locale he's in.
