okay, the long story is he's my best friend, I'm getting really mixed feelings from him, but lately they've pointed to him liking me. he always wears ties or bowties and I've done things like pulling him closer by his tie & such but that's more flirty. he won't make a move until I make the first move.

You could make the first move if you think he's interested, guys love that. And in my experience, guys don't care about the possibility of loosing the friendship. All my ex girlfriends are still my friend so if things don't work out you could always go back to just being friends. Nothing to loose but everything to gain.
