Making too much hinge on her presents neediness, and can be a turn off. Instead swap the schedule.. she admits she's flaky cancel the solo plans, Instead invite her to join you doing something /you/ want to do, possibly with your friends. Make her joining optional, and just start a fade if she doesn't put effort into making time with you. Avoid the getting trapped into falling for the one girl ahead of things really starting up.

There are two perfectly reasonable ways to meet up with someone, whether male or female: either both parties set aside time for each other or both parties wing it.

"Let's do something together at such and such time on such and such day."
"Are you bored? Let's go do such and such."

In your case, however, she's asking you to set aside time for when she's not willing to do the same for you. She's gonna drop you like a hot potato if her awesome dinner plans come together. That's not cool.

You can't make her make specific plans and you'll just seem needy if you try, so you have to go with #2 until she shows a willingness to start making firm plans. Agree to play it by ear and you can even go so far as to wish her luck with the dinner thing. Whatever it is, it's important to her, so if you care about her at all (you should care about everyone at least a little bit), you should hope she gets what she wants.

The key is to make sure you don't put yourself in a position where you lose if she wins. In other words, don't sit around rooting for her dinner thing to fail. Operate under the assumption that she'll get what she wants and you'll need something else to do that night. Make some simple plans (shoot pool, bowling, video games, whatever you like to do) with a buddy for the evening. Bribe him if you have to.

Once you have your alternate plan in place, drop her a line letting her know what you're going to be up to and let her know that she's welcome to join you if her dinner plans fall through. If she ends up joining you, make sure your buddy sticks around for awhile. She's the third wheel, not him. After awhile, your buddy can say he has to work in the morning or something and call it early night. Then she can have the spotlight.

That's not even flaky, she's apologizing, trying to reschedule, and admitting she's flaky.

Flaky is not showing up then when you text her she says I was busy, then you try again and she says I'm so busy, this is when you cut her off.
