I'd say direct honesty is your best approach. Just tell her you've got a thing for her and that you'd like to take her out sometime. It's terrifying, but win or lose you'll be much happier than always be stuck with the "what if?"

I was going to advise against it, but it's high school so I restrained. Few questions: Do you talk to her? - Not just admiring her from afar or something like that Do you have a class with her? Are there any IOIs? -Something simple as smiling when she greets you along with other things could be a indicator of interest.
As the other commenter said, direct honesty is your best bet. You can also be indirect to start a conversation, but for the love of all things high school, don't beat around, keep it simple, and tell her what's on your mind. Word of advice, don't tell a girl you've been crushing on her for a long time-now that I think about it sounds really weird, learn from my experience. If she doesn't feel the same way- and I hope she does- you have your answer and it puts your mind at ease!

I have a few classes with her and she sits next to me in one of them. I do talk to her before, during, and after but not as much as it sounds. Whenever we are outside of class and she walks by she will smile and wave.
EDIT: Also it may or may not be important, but she is currently a junior.

Hmm, seeing as I got out of high school a year ago, going to be a sophomore in college this coming year hard to tell by that context. Notice any glances towards you, and so on?- Could be a sign. But instead of looking for 'signs' as I did in high school, just go for it dude. I remember a few cringe worthy moments from high school that gave me the outlook I have today, you never know until you go out there. Wish I had the courage to ask a girl out in high school, I didn't manage to start doing that until senior year- oh prom. Wish you the best of luck. It's tough, but you got this man! We're all supporters here.

Create opportunities to hang out with her and start flirting with her. If you come on too strong or needy (which saying "I have a crush on you") can sometimes do, you might scare the girl away. Build attraction and go for the kill when the opportunity is there.

Don't. Declaring your feelings will make her feel pressured and she will be defensive and recoil, even if she really does have feelings for you. Just keep it to yourself.
Instead, just hang out and try to raise her spirits, elevate her mood, and then escalate physically when she's feeling an emotional high. If she feels good around you, you have already won her.
