Two things could be happening here:

She really is a 'lady' (read: prude) and wants to talk it slow. She's been played before and is just being cautious until she thinks she can trust you.
She's dating around and doesn't want to fuck everyone. This happens a lot from people on dating sites. They're fishing with dynamite and have too many fish to fit in the boat.

But, man, never complain about not getting laid. It's so unattractive and kills any chance of getting laid. As /u/DerpVonGroove said, outcome independence is your friend.
