I just don't touch women that do that. When a woman wants it, it just feels right. When she doesn't, then it doesn't feel right and I just move on.

Learned skill; at first it either feels fine or 'different' in a way you can't qualify. Different is sometimes bad, though some people are so behind with social cue's when they get stared at by a cute girl they only get the 'that's weird/peculiar' vibe

Are you comfortable when touching them or is it forced? If you're not confident then when you are touching a woman, she will notice that and it will make her feel uncomfortable.

What do you mean by it's not working? As in, can you tell us what's going on? More context/information would help.
Plus, dude, two dates is really not a lot of data to base conclusions off of. It's like saying, "I'm new to basketball but I missed two shots, what's wrong???".
