I would just give her a text about an hour before the date and tell her to wear it with a smiley face. If she's really into you then she'll do it with no problem.

I like to establish a frame right away of telling women what to do (in a funny way!). I usually start this in a joking way by being purposely inappropriate and playful 'you are taking me somewhere really, really nice right?' and keep that 'i'm the prize' humor flowing. It's important not to do this like a douchebag unless that's your identity.
You can always just buy, when you want her to put them on, just take out of the bag, hand it to her and say 'put this on'. You're not making an outrageous request, so don't make a big deal of it.

Assuming you are already sleeping with her:

Ask her what her fantasies are then tell her yours stocking. Ask her id she'd wear stockings for you sometime. If she says yes, either buy them for her, or take her shopping for them.
