This girl is me (not literally, but I do this all the time). When I notice a guy who is attractive, I just avoid eye contact in order to avoid anything embarrassing from happening. It's a really debilitating habit I've developed out of shyness and social anxiety and I highly doubt I'm the only girl in the world to do it. So chances are she's just intimidated by your interest in her (because believe it or not, she knows you keep looking).

Next time, and I know this is nerve-wracking with no "go-ahead" signal from her, but I would suggest just introducing yourself and see if she's receptive--smiling, conversing, etc...--or is still very reserved--still not making much eye contact, not engaged in the conversation, etc...

Why not just approach rather than standing off at a distance?

It's easier to approach with eye contact first, but you should just head in. Moving towards them will draw attention, so it's easier to get eye contact before you reach them, and if you don't get it then you just approach without it.

You don't have to wait to get eye contact before approaching the set. Just walk up and introduce yourself.

Not to brag, but I've had a girl want to come home with me just on eye contact.

I find a girl I like. Position myself across from her, so she will see me easier. And I start to stare at her eyes. With a sly smirk/smile on my face, and a little bite of my lip or something. The look has to say "I want to fuck you."

After making eye contact, I like to check them out head to toe while I know they're watching. This may seem creepy, but it grabs their attention.

Guaranteed she will notice you. You can approach her after. Most girls will look away quickly, on only rare occasions the girl introduces herself to you.
