As someone in your shoes I can tell you this, I definitely do best when parents are out of town. It is difficult trying to take it to a girl's dorm all the time.
advice: I'm assuming you commute by car. Use that to your advantage but don't use the car to get girls. I mean you have a. car you can go anywhere ie. off campus for a simple lunch date. Day dates were my best friend because they were simple and a lot of fun and I didn't have to spend any money! Finding girls on campus is the easy part. You're in college. Girls are everywhere. And yes they want you to talk to them. They want the interesting guy who is confident enough to walk up to them in the middle of the library, sit next to them in clasd etc. I watched a video on here where a guy said set things up under the title "study partner" or something and he had success with it. Being a commuter is hard, but it is possible, my friend. Just get out there and talk to every girl that strikes you as interesting and I guarantee you'll have luck!!!

I was a commuter in college as well. When I met my college girlfriend neither of us had much money, but I was confident. I took her to places that didn't cost anything. The botanic gardens, free museums, etc. We fell in love over Taco Bell and Netflix and were both perfectly fine with it.
In fact, I'm currently at a weird place in my life. I'm 24 and live in my parent's converted garage, 30 minutes outside of "the city." But I still approach. As long as you own it, nobody cares about your situation.
