Yes. Always. If a girl wants to be with you, she'll make time. If she bails, it's one of two things: 1. legit excuse, 2. she's not interested. Under either circumstance, it's her job to make the raincheck happen. Your replies to her flaking should be friendly but indifferent. "Bummer, some other time". If she legit is interested, she'll offer an alternative time. If she's not interested, you've saved yourself time.

If they don't reschedule I usually follow up with another date to make sure they are interested. If they cancel on that, then yea, they aren't interested. She would have to reschedule at that point.

context clues bro. If it seems like it's a plausible reason, and I think she's cool, then I'll take the lead and propose something else a few days later. If it seems like bullshit, like a friend she "neevvveeeer gets to see randomly has a night off work," then I'm probably not going to bother beyond sending a response of "Ok." Either way, there are lots of girls out there and I'm not going to worry about it too much. If something works out, great, if not, fine.

My general rule of thumb for a rain check is this. You ask them what day they are free to reschedule. If they give you a definitive answer that you can set in stone, you're good. If they give some vague "I'll have to get back to you," and then they never do, you might want to start being open to the fact they aren't into it. The second scenario is really a touch and go thing though. If you ask her again in a couple days when she would be free to hangout and she gives you another vague answer, then its likely she is blowing you off and is too nice to do it upfront. A lot of this is using personal judgement, to be honest and in seduction/the game nothing is set in stone. There are no godly rules, every scenario is different and should be approached as such.
