Before I get into answering your question, I'm just gonna say: Forgive yourself man! The fact that you overthink this and feel the need to post about it reflects a bigger issue with your inner game. Don't dwell on a messed up interaction and just one girl like that. It's just one girl! Who cares if you messed up, you may never see her again and if you do.. WHATEVER. Don't think to much about going back and fixing your mistakes. There are 3.6 Billion women in the world and your time and mental faculties are too valuable to be thinking about one like this. So don't worry if you've screwed up once, twice or even a thousand times; you'll always have more chances. To answer your question, it could be a bunch of things. She was working, she could have been having a bad day, recent break up, shy, family problems, etc. And none of this is your fault. If you had a feeling she wasn't into you then trust yourself with that assessment and move on, that being said you could get away with asking for a girls number almost anywhere at anytime. Zero risk, nothing bad can happen; you won't die. If you do see her again chat her up, tell her you'd like to meet up with her later or something and ask for her number. Good luck out there man! There was nothing to screw up. All you did was make small talk. You don't have to ask every woman you meet for her number. But it's good that you're noticing even the smallest of opportunities. Keep increasing your awareness.

Get to a point where asking for someone's number is no big deal (see the other response - "oh well"). The more you do it, the less of a deal it becomes. Same thing with asking for dates, escalating, kissing, sex, relationships. It's only a big deal because you've ruminated over it in your head for so long.

All you need is a little success and you'll stop caring about rejection. You'll intuitively understand it comes with the territory, and that you KNOW you can satisfy your desires by constantly putting yourself out there. That will build your confidence which will in turn increase your success rate.
