If you're talking about long term social circle stuff, things can change. Best way to speed that along is to find someone to be interested in the friend. Do not try to get the friend interested in someone else, it's going to be really transparent what you're doing. Instead work it from the other angle and try to get someone to be interested in her. When she sees she has a real option on the table, there's a good chance she'll get over you, and then her friend will be free to pursue you without (hopefully) pissing off the friend.

If it's your first time meeting, typical night game scenario, there's little you can do if it looks like the friend has called 'dibs.' She's not going to betray her friend for you. You could try the same approach as above, but it's going to be a big time commitment and the odds of it working are very slim. Best option? Hope the friend is cute and take the partial victory.

Does her friend liking you mean that you have to pursue her? You're not a robot that does anything others want you to do, right? You're a person with preferences who hopefully doesn't think that they only requirement for sleeping with someone is that they want it.

As such, the primary thing here is who YOU have interest in. But simply being presented with a girl who likes you doesn't mean you have to go there.

Now if you are describing a situation where you have been kissing and/or sleeping with a girl and then you meet her friend and you like her more.... then yeah, that's going to be difficult to crack the friend barrier. But really, there are simpler situations out there. There is absolutely no reason you have to game these friends. Just find others. Or if you're dead set on getting in there, here are a couple of things to think about:

Leave the one girl for awhile, keep communications open with her and her friends, phase out the one girl, and if the other is open, she'll give you opportunities if you invite her out without her friend.
It's kind of on her because she has to juggle her friendship if she goes for you. Making it trickier because you have to play it just right. Being ready to pull the trigger and showing intention without pushing too much in the public eye, where the information could get back to her friend.
Does it mean you can't kino her in public? No. But you have to be smart about it. There are ways to do it right in front of people without them noticing.
Overall, it's easier if you observe a "grace period" between friends if you're going to go that route. And only signals from the girls can tell you when or if that grace period is over. Girls may want sex as much as guys but few people want to feel like a number.

And if these girls' friends actually mean something to you, then perhaps you should stop jumping straight to k-close & f-close girls that don't mean so much to you.
