Get closer to her and watch for triangle gaze, that's where she keeps looking at your eyes and your lips. When she does that she wants you to kiss her so just do it.

Don't wait for the end of the date, that will create a high pressure moment. You want it to feel as natural as possible. I highly recommend looking up micro escalation. In short you should be touching her constantly through out the date. start slow by touching arm then escalate to putting arm around her/holding hands. Get close and talk to her in her ear. Then kiss her cheek possibly. If she hasn't backed away from you by this point kiss her and there is a very small chance that you would be rejected. If at some point she backs away from any of the small advances just slow down and repeat the process.

Yeah man her and I had a lot of touching during our first hangout ever. She would move my hair back and fix it, we'd hold hands for a bit, she'd put her legs over mine, etc. If she allows all that happily, would you say I'm set?

Absolutely. If you're a normal guy with good awareness, usually if you think you can go in for the kiss, you could've gone for it an hour ago. Those are all ioi's and especially on the 2nd date I'd just get close and go for it after some rapport

I have a rule and it's I don't care how bad the date is going, I always go for the kiss on the first date. ALWAYS. This way there is no "should I do now or wait or maybe right now, no next time".
If I haven't done it by the time the date is over I always walk the girl to the door. Don't even ask just tell her you are walking her to her door. Then when you say goodnight you just go in for it.
It's as simple as that I promise you.

I like going forward with one quirky method. Some moment, when the general emotional atmosphere of the situation is amazing enough and when she is middle of saying something, I pull my head back and look a bit oddly to her lips and state "there is something on your lips". Then proceed to make a great kiss without hesitation. After that I say "oh, it was just a kiss there"
Works like a charm if done without creepyness or hesisting about making the move. It applies push-pull-push and slight negging in itself, wrapped in a package of flirty but mischievous playfulness. It takes women totally off-guard and you can find them trying to process this rollercoaster of emotions caused by dissonance between what is said and actually experienced.
Timing is pretty much important if she is too self-concious, you need to check-in the kiss second or two after the first comment and let what was said sink in while kissing.

This is cute, but everything would need to be perfect for this not to backfire. I'm probably going to simply try to move the conversation to kissing or sex (she's a virgin so I'll just bring it up) and then slowly brush her hair back and then just do it. If she denies it the best thing to do is simply back down.

I'd say that it is not important to bring subject of kissing before actually kissing her. Maybe just wait for a great moment, get eye contact and gauge is there a sense of attraction and just go for it? It is simple and just works. By taking the conversation around the subject, you are kind of taking away thrilling suspense of the moment.
It is generally bad idea to bring up sex with a girl not until you have had sex, or she has initiated conversation about it. If a guy brings it up, it tends to backfire pretty much always. Personally I take the safe side on those matters and use those as thumb rules. If mistake is already done, one can undo it by applying good amount of emotional push before pulling again.
Pretty much same thing goes with expressing romantical feelings - do not do it before the girl does. It is always better to keep them guessing and second-guessing do you like them or not. Women are so used for guys going after them like puppies, and when a guy breaks that norm with giving warm and cold signals, it is something novel and makes the girl think that this guy is worth a chase. One can even ditch the girl and it would still be more likely for a girl to come back, than if she would be put-off by a guy that expresses his romantical feelings. It seems to defy all common logic, but there are overlapping psychological behavior models behind it that affect the social dynamic, which in turn make you appear needy person living in scarcity of relationships, regardless what is the actual case.
When a girl expresses interest towards you and you are also interested, you can say something vague in lines like that you find them quite interesting as well, but wish to not go with haste and get to first to know them as friends. This makes huge impression, as you show interest, but still come off as a guy that girls try to get into relationship whole the time, but end up declining their requests because of their needyness.

Well I guess I'll just be myself, we are making food together at my place Friday and then I guess before we watch the movie I'll get my arm around her.. should I simply look into her eyes for a few seconds then just slowly go in for it? What if she averts eye contact? Should I tell her while I'm looking in her eyes that "I'm going to kiss you." Then just do it? So many factors and I'm concerned she won't reciprocate but I guess you gotta take risks.

Well, personally I just check the reactions of the girl while in the conversations to general gauge their interest. It is hard to explain, but there is this glimmer in the eyes of a person when they like another. Body language also tells off.
I think you have highest rate of success in this scenario by just finding moment that just feels right, and go for it slowly as you are in a chill environment.
It does not need to be any complicated than that. Your stating that you kiss her ain't bad, but I would leave it out. One can read it between lines as "I am feeling bit afraid how you are going to react towards me how I kiss you"
Sometimes silence is just golden.
