I had this same problem. I got a part time job as a barista around my web design work. Some of my closest friends now were customers in the coffee shop. Drinking buddies, climbing partners, new clients. I even got offered an acting part in a play! And I now know a huge amount of people in my town just to chat to.

Basically, do something that makes you be sociable and allows you to meet a lot of people.
