Knock his door and say hi and do a genuine smile. Be honest with yourself and with her (nothing shows more confidence than someone who is able to speak the truth). I (and I shall repeat myself, "I", what I would do, I'm not telling you what to do step by step) would say something like "Hey neighbor, I was thinking that it would be really nice to know better my next door neighbour so I came here to tell you if you'd like to hang out together tonight at... 8 more or less (setting up an actual time would be helpful)".

You are not asking directly (not needy), you are saying the truth and being honest, you had the balls to approach, it wouldn't be very awkward if you have the kind of relationship you have mentioned, I think it's pretty normal to know your neighbours, and setting up the date already means, subconsciously, that you don't mess around with Shit in a polite way and you have a busy agenda and that's when you can meet.

Try to use your own words. In my opinion, the most natural you are without using "pre-made techniques", the better.

If she says no, at least you will already have the answer and can keep going. If she says yes, great.

If you don't approach, you won't have rejection, but anything else either.
