I would say firstly that you need to understand the obligations of your employment at the restaurant and any rules they have for employee dating. A lot of people do not consider it but, for instance at Wal-Mart, it can be grounds for termination (and settles the issue for you pretty quickly).

Secondly, I think you need to pick an approach and stick by it. Since you work together, it's easy to fall back onto the "don't shit where you eat" mentality. But if you really think something is there, you should be decisive and see if she is willing to spend time with you away from the work place. Anecdotally, I once worked with a girl and we would jokingly compete for things around the workplace -- it served two purposes, we both looked good to management as we worked harder, and it was an excuse to talk to one another. One time, I intentionally lost and she prompted me with what her reward that time would be. I offered to take her to dinner that evening and she accepted -- had she made a deferral to something else (like our usual prize, getting the next cup of coffee), I would have known right then that things were not going to work out and things would have continued as normal in the workplace.

What I'm trying to say is that it's a fine line, but not altogether that hard to handle. You said you don't think it would be awkward, and more often than not you're probably right, but it is difficult to be flirty while working. I would say that you need to get to know her outside of the workplace first (it can be as simple as "Good work today, want to grab something to eat?" as you clock out), and then the rapport that you've constructed as coworkers can come into play and help you move forward if you're looking for a real relationship with this girl.
