You just have to tell her straight to be honest. If you really do not want a relationship you can put it delicately but firm enough that she doesn't hold onto some glimmer of hope that she can eventually wear you down.

If she's hurt by it, she's hurt - you can't control that - you can only be delicate.

How long have you been having sex with this girl? Months? If so, then you should be able to understand where she is coming from. See it from her perspective.

The beginning of every "relationship" has a nice little buffer period of 1-2 months when both people are seeing how it works out. Sex is a low priority for most women. By and large, they are going to want a relationship. If you aren't that guy, then you aren't doing her any favors by keeping her around.

Keep all that in mind, and you should be able to figure out what to say to minimize the damage. Something like, "I understand where you are coming from. You are a seriously cool girl, and you deserve everything that you want. I wish I could be that guy, but I can't. Sorry."
