It's very upsetting because this almost always happens when I'm having a rough day or just about to leave an area.

Most of the time, I have no intention of socializing and because of this I am always caught off guard.

The scenario just ends up with me walking to point A while she walks to point B. We stare at each other, and cross paths. Earlier today, a very attractive woman looked into my eyes and I was caught off guard because I was thinking about steak, then we just cross paths again. What am I suppose to do?

Say hi and smile right? But if she keeps walking do I follow? If I didn't get the chance to say hi, do I scream hi behind her back?

What if she doesn't respond and just smiles and looks away?

I'm getting there, when I smile they smile back but this is when I'm always walking to a destination. I don't want to say that I fear rejection but I just do not like embarrassment, especially because most of the time it's a place where I usually frequent (don't want to be that weird guy).

Any advice? I'm looking for mostly creative hooks because I have none. What do you do, what should I do? When a stare like this happens but it's in a walking-crossing paths scenario?
