I have this little thing which helps me in this kind of situation. And for me by now it was 100% succesful. When you feel the desire to kiss her and when you feel the chemistry or when it's that silence when you should kiss her. Just ask her in a playful way: What would be your reaction if I kissed you right now or would you be surprised if i kiss you right now. And before she gives you the answer lean toward her and kiss her. Or even wait for her response but quickly after go for a kiss. It sounds weird now, but it works and that's what it is all about. :) BTW I used that with a girl who I liked for a long long time. And it was worth it. :)

Don't want to be that guy, but are you sure that the girl likes you back as a potential mate and not as a friend?

Maybe deep down you know that it's the latter thus you didn't kiss her? Anyway, there's only one way to find out. Btw, try brushing the side of her hair before you attempt kissing, if she doesn't resist it's a good sign you can proceed.
