That last sentence kills. Please don't be one of those guys that decides the fate of the 'relationship' before the girl even knows about it. Let her decide. Try escalating the situation and see how she reacts.

Don't give up preemptively out of consideration for another guy. Nobody has told you they're a couple, and you said they're not dating. You don't really know if they're seeing each other.

She's holding your hand, you can escalate that to a kiss. Then either something would work out, or she'll tell you no. Either way, you would find an answer.

Itd be disrespectful to your brother to hit on her if she was dating the brother, or if you had any substantial knowledge that they're already a couple. But all you have is a bad hunch.

It doesn't matter what she's doing with other guys. All that matters is how you're interacting with her (really not even that, but for the sake of this conversation). Get back to that "play with my hand" circumstance and calmly escalate the situation (more kino or a kiss).
