Don't think too much if you're thinking too much you're trying hard. Maybe hold her hand first, say something stupid funny or witty to get her to look over to you. Then take your chance let go of her hand and put your hand behind her head and gently pull her closer. You shouldn't have to tug her but guide her.

You know all this.. You have to watch her body language very carefully. If you take a step closer to her then she is either going to respond in a couple of ways. Either:

Take a step back. This means it is time to assess your personal hygiene and/or relationship.
Not move. OK, this not bad. Try another step forward in a few moments.
Get closer to you. This is the preferred outcome.

Once you are close you offer your hands and see what happens. If taken you can pull them, and her, gently closer towards you and if that goes well place them around your neck.

This is where being in a crowded venue helps. In a crowded and noisy venue then you can use this opportunity to whisper in her ear and warm her up a bit. Think of anything to get a chance to whisper in her ear. "See that couple over there...",

The biggest reason for things not working out are:

She is not into you at all.
She doesn't want to show that she is into you to one or more people.

If she is just a bit shy then lead her somewhere else more secluded. Any reason will do. Get a drink. Get fresh air. Go to a quieter space.

If you are alone and close together, the kiss is definitely on.

If she is has agreed to go on a date, and things are going well just whisper, "I want to get to know you more deeply." This is intentionally vague and borderline sexual. She will know exactly what you mean.

BTW: Hugs and kisses are always a good mood. There is most likely always a “delay” when you leave when she is waiting for a kiss. Use this.
