Go find a hobby that you can do outside or in a place where you can meet new people, that way you already have a link with said people (they are in the same gym/library/sport club/yoga class/ thousands of other possibilities as you are) and you can more easily strike up a conversation!

Any time of the day? Well, the streets are available every single waking moment of the day (barring circumstances like blizzards and hurricanes). Learn daygame.

What kind of area do you live in? If it's an urban center, you can meet girls by just waiting outside your home and looking at who walks by. If it's a suburb, just take a trip to the nearest busy area (mall, grocery store, park). If it's a rural area, same thing (except you may have to travel a bit farther).

Also, what things do you enjoy doing? There's bound to be a place where you can meet others who share similar interests and hobbies. Learn how to build social circles.
