The way you do this is to just assume you're already friends and just start talking to them as if you know them. Another thing you can do, if you see her around on the street or something is just give her a big smile and wave at her, then you can either start talking to her then or re-open later next time you see her and it won't be weird since you already will have initiated a warm approach.

This is an interesting one....i'm taking this in as she of course was not expecting to recognize you. This is a egg shell kind of situation. it really depends on how her body language and mannerisms were when she saw you...like was she embarrassed? did she get suddenly intimidated by seeing you? those kinds of things along with the nature of the pictures on IG that she liked, should maybe give you an indication of if she has interest in you. If you think its likely you will see her in person. Create interaction in person...if not. throw her a message but keep it simple, to the point and subtle. gauge where her interest is.

Easy you have the choice of a socially direct opener "hey I've seen you around but we never met"

Or the typical situational opener (talk about something in the local environment)

You don't need anything "smooth." So drop that POS idea right now.

Opening is always about paying attention to the moment and what's going on right then. And what you're talking about RIGHT NOW is actually a great way to open: just be fucking obvious.

To paraphrase the opener you just came up with: "Hey, you're Blah-blah-blah, aren't you? We followed each other on IG...... Isn't it weird when you see someone you kind of know but really don't?" -insert observation about what she or both of you are doing at that moment-

Just state the fucking obvious; it shows you're paying attention and many people can't handle this basic feat so you'll already be the one-eyed man in the land of the blind for doing this.

If she's feeling you, it will be more than enough. If she's not feeling you, it won't matter how "smooth" you can be; it won't work.
